Transmission companies are increasingly under pressure to better monitor their assets in the field. Just knowing where substations and structures are located is not sufficient to satisfy the growing regulatory requirements that utilities are under. In addition, an aging workforce means that peripheral information, such as the location of access paths and gates, is in danger of being lost. By providing a single repository for all this asset and right-of-way information, GIS is the best answer to serve as a transmission company’s asset and regulatory management environment.
By making GIS data readily available to all parts of the utility, 3-GIS believes its Express Solution is revolutionizing Enterprise GIS. In the past GIS has not adequately served a transmission company, due to a number of factors:
Complex GIS software that is difficult to learn
Expensive software limiting how many can access this data
Complex mapping applications requiring numerous IT resources
The Express Solution is 3-GIS’s answer for these issues. Express Solution consists of our configuration tool Express Conductor, our mobile solution Field Express and our truly thin-client web-editing tool Network Express, which are built on the following principles:
Tools that are lightweight, mission-specific, and easy to learn
Tools that are easy to configure and administer
Tools that deliver GIS to the entire utility enterprise
3-GIS’s Express Solution can be configured on top of your existing GIS, greatly minimizing implementation time.
Network Express: using any web browser, can be effectively used by a utility to provide both a GIS analysis and editing tool. Network Express provides the following capabilities for a utility’s existing GIS:
Editing – Create or edit GIS data and related records
Query- Both Complex and Preconfigured
Plotting – Both simple printing and plot borders
Reporting- Configurable reports on both assets and their related data
Work Orders – manage crews and perform assigned activities
Data Access – Imagery, Weather, Google Street View, Web Services, RSS
Field Express Chameleon: Utilizing its strong configuration tool, Express Conductor, an administrator can quickly setup Field Express to perform or manage the following utility activities (with a single application):
Using these web and field products, 3-GIS’s Express Solution can be successfully configured to answer the following transmission needs:
Inspections and Maintenance Management: In the office, a supervisor can perform queries to determine assets that are due inspection. Using Network Express, these inspection activities can be assigned to a field crew’s work order. From the field, these inspection assignments can be downloaded and then checked off as completed by the crew. Network Express can track the progress of these assignments and then manage the recorded issues in a similar manner. Both inspection history reports and resolved issues reports can then be generated from Network Express.
Vegetation and ROW Management: Field Express can be configured to capture vegetation and ROW management activities, such as encroachments, washed out access trails, or special trimming agreements.
Data Collection: Field Express allows a field crew to capture GIS asset data. While out in the field performing other activities, Field Express can be used to capture access roads, aerial markers, or other transmission assets which haven’t been previously inventoried. Once saved, this information is available to everybody through Network Express or Field Express.
Environmental Management: Field Express and Network Express provide the perfect tool to keep up with growing environmental regulations. Anything from Avian Deaths and Protective Measures to Environmentally Sensitive Areas can be captured using Field Express and then broadcast to the entire utility using Network Express.
Project Management: Network Express can be configured to track proposed projects, tracking permits and approvals and generating reports as needed. This information can then be sent to Field Express to perform route inspections or maintenance activities.
